I still don't understand why Jotaro throw the arrow to Pucci (while he was being shot at)?

Jotaro knows that the arrow would evolve Pucci stand to the ultimate form, and at that time C-Moon is almost beaten anyway, so why would he do that?

And also, how exactly did Jotaro recover anyway? Was it that after the part where F.F died, they passed the Jotaro CD back to people in the Institution (was it Speedwagon) ?

Ans also coming back to the rule one person would only have one stand, when Emporio get Heavy Wheather stand, what happened to his previous stand (the room stuff).

The rule doesn't apply to White Snake's power, because it uses the discs to steal people's stands. That is why White Snake is so powerful and so useful, because he can put discs into people who might not even have stand power in the first place.

Jotaro stopped time and throw a spear at Pucci.
The spear is suppose to be a surprise attack on Pucci as Pucci cannot see Jotaro throwing a spear.
Is the same concept as why Dio always throw daggers when he stopped time.
However Pucci was able to speed time and moves at a very fast rate. Thats he manage to dodge the attack.
